In November 1998, in the Lipetsk region, a toll road section was inaugurated to bypass the village of Khlevnoe, about 20 km long, the first in modern history toll road of Russia. The state company, together with the Association of International Road Carriers, Opora Rossii, and the media monitored the condition of roadside service facilities, recognizing more than 50% of existing facilities as uncomfortable to use, another 30% as not complying with legal requirements.

Almost all toll sections of the M-4 "Don" highway have an open toll collection system, with the exception of the 414-464 km section, which has a mixed system.
