Bounce draft: what, how, when - lawr - Learn. KHL refusal draft: how will we equal? What is a khl hockey bounce draft

Let's try to understand the complex rules of the League. Against the background of the current situations around the signatures of Marek Svatosh, Kyle Wellwood and Evgeny Nabokov, many began to wonder what a waver (draft of refusals) is, when it should be used and when it is not necessary. We decided to explain what a waver is, what it is for and when it is used.

What is a waver?

There are two types of waver: regular waver and re-entry waver. If a team wants to send their player to the AHL farm club, then the hockey player must go through the waver procedure. However, there is an exception - in the case when a player has been in the League for less than three years or 180 matches, he is dropped into the farm without draft refusals.

Waver's principle is that while a player is on the bounce draft, any of the remaining 29 teams can apply to take over the rights to that artist free of charge. The player is on the draft for exactly 24 hours, while the waver starts the next day at midnight and lasts 24 hours.

Example. On December 13, 2010 at 14:00, the general manager of the New Jersey Devils called the NHL office and said that his team wanted to put Brian Rolston on the waver. In this case, the Waver for Rolston starts on December 14 at 00:00. At the same time, if the team announces the waver on Friday, then the waver for the player lasts Saturday and Sunday, that is, 48 hours.

If a team applied to pick up a player from the waver, then having received a player, it continues to fulfill the terms of the contract from the moment he moved to the new team. If several teams are coveting a player at once, then he goes to the one with the higher priority (we will tell you about the priorities just below). If no other team decides to take a player, then after 24 hours he is cleared of the waver and the team can safely send him to the AHL, while retaining the rights to this player. Also, if at the beginning of the new season in the NHL a player played in Europe, then he must go through the waver procedure.

Example. The situation with Nabokov, Svatosh and Wellwood. Nabokov started this season in the KHL, but after playing 22 matches, he decided to break the contract. He signed with Detroit mid-season, but to play in the NHL he had to be placed on a waver, where the Islanders eventually picked him up.

Players are placed on the waver even if the team wants to raise a player from the AHL farm club to the main NHL roster. Then the procedure is repeated, but there is a small nuance. If the player is picked up from the waver by some other team, then new team will pay this player only half of his salary, while the other half of the contract will be paid to him old club... Such a waver is called re-entry waver.

Example.
In 2008, Dallas wanted to get rid of Sean Avery, who caused a scandal with Dion Fanof. Avery was sent to the farm, and a couple of weeks later he was placed on the re-entry waver, where he was picked up by the New York Rangers. Dallas and the Rangers are now paying Avery $ 2 million a season because his contract is for $ 4 million a year.

When can a player be featured on a waver?

Waver opens 12 days before the regular season and is valid until the team's season ends. In this case, all old wavers are reset to zero before the start of the new season. If during the last season the player visited the waver, was cleared of him and during the season he was no longer called up to the NHL, then new season he starts in the NHL team. Should he be transferred back to the AHL, he must be placed on the waver.
From 19 to 27 December in the NHL comes the so-called “Christmas roster freeze” (fixing the composition for the Christmas holidays). During this period, the teams are prohibited from conducting exchanges, and the waver is also prohibited.

There are some waver restrictions between the deadline and the end of the season. After the onset of this period, teams cannot lower players into the farm. But there are some exceptions and limitations. Without a waver, teams can:

· Between the deadline and the end of the season, a team has the right to raise only four players.

· Players can be summoned from the farm in case of some kind of emergency. That is, to replace injured players.

· If the farm club ends its performance in the AHL season, then players can be promoted to the NHL.

Waver priorities

As we already wrote, if several teams applied for one player at once, then there is a certain priority. If several teams wanted to take a player from the waver before November 1, then priority is given to the team that had the worst last season.

If the waver passes after the first of November, then the team that has the lowest ratio of matches won to lost in the current championship gets a player.

Example. The New Jersey Devils and New York Islanders wanted to take the player. Devils are on the last line in standings, they have played 48 matches, 35 points and 16 wins. But the player will get the Islanders, although they are one line higher than New Jersey. And all because the Islanders have played 48 matches, although they have scored 37 points, but with 15 wins. Accordingly, the percentage of victories is slightly less than that of the Devils.

In four cases, the waver is not used at all:

1) If the player has recently undergone the Waver procedure. If a player visited the waver, while he cleared it, and after a while he was called back to the NHL, then he does not need to go through the waver. But until that moment, until he plays 10 matches for the NHL team, or until he has spent 30 or more days in the NHL team roster since the last waver. Otherwise, the next time a player is sent to the farm club, he will need to be put on the waver.

2) In the event of an emergency. The Collective Agreement says: each team should have up to 23 players in the active roster, and the sum of their salaries should be included in the payment framework. This roster must include at least 2 goalkeepers, 6 defenders and 12 forwards. If suddenly a player is injured as a result of which the team does not have the necessary number of hockey players, then to replace the injured team, the team can call another player from the farm without a waver. The second player can be on the roster until the first recovers or until a replacement is found.

Example. This season, goalkeeper Craig Anderson was injured, and the Colorado Avalanche, in order not to break the rules, called in veteran John Graham from the AHL, who backed up Peter Budai for a couple of matches.

3) To restore physical shape and condition. If a player returns to hockey after a long pause or a difficult injury, he can be sent to the AHL to restore strength and physical shape, but for a maximum of 14 days. At the end of 14 days, the player must return to the NHL team, or must be placed on a waver in order to continue playing in the AHL.

Example. In the 2008-2009 season, Danny Brier was seriously injured. When he recovered, the Flyers sent him to the AHL, where he played three games, after which he returned to the NHL.

But Marc-André Bergeron, who signed a contract with Tampa Bay this season, was sent to the AHL to get fit. When signing Lightning, they were motivated by the fact that Bergeron would be a good reinforcement for the team at the end of the season, or a good replacement in case of injury to one of the main defenders. For Bergeron to restore physical fitness and had constant playing practice, he was sent to the AHL. And in order for him to stay in the farm club longer, he was sent to the waver.

4) Age restriction. This case is the most confusing. In this exception, the main condition is the age of the player at which he signed his first contract with the NHL club. Below is a table showing how many years young players do not need to go through the waver.

Goalkeepers

Field players

Player's age at the time of signing the first contract

How many years a player can not fit on a waver

For players 20 years or older, the period during which they cannot be placed on the waver begins with the year in which they played their first NHL match.

* If the player is 18 or 19 years old and has played 11 or more matches in his first NHL season, his time off waver is reduced by one year.

Explanation:
John Tavares and Nazem Kadri signed their first contracts at age 18. At the same time, Tavares played more than 11 matches in the first season. Therefore, during the entire 2009-2010 season, it could not be exhibited on the waver and it will not be possible for the duration three more seasons. And Qadri played only one game in the NHL in the first season, so he does not need to go through the Waver procedure for 6 years.

But! Another condition is imposed - the number of matches played. That is, Tavares cannot be put up for draft refusals for four seasons from the moment he played 11 games in the NHL, while if, for example, he plays 160 games in three seasons, then he can already be put up on the waver. But Kadri can play 100 games in six seasons and throughout all six seasons he cannot be put on a waver.

Goalkeepers

The Kontinental Hockey League will hold a bounce draft for the first time in Russian hockey history on August 29. When the regulations were being prepared, opinions were expressed that this procedure could be called an equalization draft, because, firstly, it more reflects the essence of what is happening, and secondly, it does not sound so offensive for the players. Well, of course, who likes it when they refuse him. But in the end, they decided to leave the name used in the NHL.

Before moving on to what we should expect on this day, let's dwell on the regulations, where the draft of refusals is spelled out as a separate clause at number 56. We present some points of this clause in their original form.

When the regulations were being prepared, opinions were expressed that the upcoming procedure could be called an equalization draft, because, firstly, it more reflects the essence of what is happening, and secondly, it does not sound so offensive for the players. Well, of course, who likes it when they refuse him. But in the end, they decided to leave the name used in the NHL.

The draft refusals are introduced with the aim of auditing and recruiting the main team of clubs before the start of the hockey season. Each club has the right to exempt (protect) from participation in the draft refusals up to 20 hockey players of the main team (two goalkeepers and eighteen field players). Hockey players who have entered into the first bilateral contract with the club do not participate in the draft refusals.

The refusal draft procedure is carried out by the Central Information Bureau (CIB) no later than three calendar days before the start of the season.

The club whose team finished the last season in last place according to the standings has the priority right to choose the hockey player on the list
draft bounce. The club, whose team finished the last season in the penultimate place, has the right to choose a hockey player second in turn, and so on. If a hockey player who is on the list of draft refusals wants to hire several clubs for their team, the club whose team took a lower place according to the standings last season has priority right.

In the event that a hockey player who is on the draft refusal list moves from one club to another, the transfer agreement is not concluded, and compensation is not paid to the former club.

The waived draft procedure ends after each club declines further selection of the hockey players on the waived draft lists.

Lists of hockey players exempted from the draft refusals and participating in the draft refusals are sent by clubs to the CIB no later than 20 days before the start of the draft refusals procedure. Hockey players who are not included in the list of exempt refusals from participation in the draft will be entered by the CIB on the draft refusal lists. Information about hockey players on the draft waivers list is confidential and not subject to media coverage. No later than 10 calendar days before the start of the hockey season, the CIB is obliged to send the draft refusal lists to the clubs for making a decision on the choice of hockey players for their main team.

If a player is sent to the farm club three times during the upcoming regular season, then it will not be possible to defend such a player in the next draft of refusals, since he will automatically become a player in the farm club.

The first to choose a player will be Riga “Dynamo”, the second - Minsk “Dynamo”, then the teams go in the following order: “Barys”, “Chemist”, “Torpedo”, “Siberia”, “Vityaz”, “Kuznya”, “Amur "," Neftekhimik "," Traktor "," Lada "," Spartak "," Avangard "," Atlant "," Severstal ", Moscow" Dynamo ", SKA, CSKA," Ak Bars "," Magnitka "," Lokomotiv "And" Salavat Yulaev ". And each round in that order.

Now let's compare these points with what actually is: the draft of refusals is scheduled for August 29, that is, three calendar days before the start of the championship. Complied with.

Complied with.

But the CIB still had to revise some points of the regulations and make fundamental changes to them. Firstly, forcing the clubs to form a squad 20 days before the start of the championship is a utopia, which it was decided to abandon, now this period is only two days (August 27). Further, the ten-day deadline for submitting draft bounce lists has now been brought to one day, meaning the clubs received them on August 28th.

Meanwhile, given the fact that it strives for openness, and even promised to publish the financial terms of the players' contracts on October 1, Championship.ru tried to get information about the hockey players included in the draft list of refusals. But unsuccessful. The day before the draft, the lists were covered with a gloom of confidentiality and were presented only to the general managers of the clubs for review and selection of hockey players. These lists, of course, include the players' salaries, so that general managers can understand whether they can afford to take this or that player or not.

On August 28, I published a preview of the draft refusals on its website, which says the following: the draft refusals will be held in conference call mode in two rounds, each club will be able to get rights to no more than two hockey players put up for draft refusals. Each club can also lose no more than two players in a bounce draft.

This suggests that there were no more than 48 bounce draft players. Ask - why so few, after all, teams were trained by five fives, and somewhere even more? The answer is simple: imperfect regulations. But you shouldn't scold him for this, we are sure that such moments will be corrected by the next season. So where is the imperfection? We answer.

Players entered for the farm club do not participate in the bounce draft. Whom can you claim for farming? Players who played no more than twenty games for the Super League main team last year. So in the farms the teams also managed to “hide” several players who could easily have “gone under the hammer” on the draft of refusals. And not only young people, by the way.

First, twenty hockey players can defend the teams - eighteen field players and two goalkeepers, but this is one of those who were announced before August 28. Have you noticed that all the clubs have announced an average of 20 players for the championship so far? The meaning of this is that the clubs have found a loophole in the regulations: the initial application ends on August 28, but from September 2, that is, from the first matches of the championship, players can be added. Like this. Most likely on next year will come to the conclusion that it will be possible to renew the addition in about a month after the start. Then we'll see how the teams will play for a whole month in the championship with twenty players.

Secondly, the bounce draft does not include the players entered for the farm club. Whom can you claim for farming? Players who played no more than twenty games for the Super League main team last year. So in the farms the teams also managed to “hide” several players who could easily have “gone under the hammer” on the draft of refusals. And not only young people, by the way.

This is what's in the red. But there are also pluses. Whatever one may say, the upcoming draft of refusals, nevertheless, forced the clubs to make several deals on player transfers before the season. So, Avangard and Magnitka made an exchange, in which the Ural club got forward Stanislav Chistov, and Avangard got the right to choose in the second round of the 2009 draft. CSKA exchanged with the same Avangard, and as a result striker Alexei Tertyshny joined the ranks of the army, and the Omsk club also got the right to choose in the fifth round of the 2009 draft.

As you know, "Avangard" and, for example, "Salavat Yulaev" in the current offseason were staffed at the highest level, and the number of players trained in teams far exceeded 25 people allowed to be included in the application for the season. It is clear that some of the players could be on the lists of farm clubs, but they are not rubber either. Therefore, the clubs decided to exchange the aforementioned hockey players in order to get at least something in return. Recall that for a player who went into the draft refusals, compensation former club not paid.

Summarize. So far, the procedure for drafting KHL refusals has not been fully worked out, and there are loopholes in the regulations that clubs use. But the first advances towards the fact that the draft of bounces will become an effective weapon for leveling the teams in the league, has undoubtedly already occurred.

Colorado terminated the contract with Andrei Mironov. When the player passes the draft, he will return to the KHL, where he previously played for Dynamo for five years. V KHL hockey player means a free agent.

- I was taken upstairs. I trained with the team, I was left alone after classes. I even worked in the gym during the match, spinning my bike. I was constantly in good shape. But they don't see me in the squad or I don't fit the coach.

- Why?

- By game or style. It's hard to say. I was called to the NHL two or three times. But they did not let them out on the ice, sending them to the AHL with the words: “Everything is fine with you. You are the main squad player. But you need practice in farming. "

- You are very close to the Avalanche line-up.

- Yes, and here three main defenders break down. But they don’t put me in anyway. I'm not sure I would have let them play even if all six broke.

- You were silent and endured?

- No, I talked to my agent Dan Milstein, who constantly called the club's management and pressured them to return me to the main team. I spoke with coach Jared Bednar, even with general manager Joe Sakik. We had general meetings. They said that I was the first to rise from the AHL. I will play as soon as possible. But these were only words. There is such a thing as the Russian factor - how Russians are treated in North American clubs. And I personally felt it myself.

- In what sense?

- My game, my hockey, and maybe I myself as a person - this is not like some of the coaches. Or I don't suit the general manager. And that's okay. You won't be sweet to everyone. In the eyes of some you are the ideal, while for others you are the clay under your feet. It's a shame that you have been invited to the club for a long time, they rush you to terminate your contract at Dynamo. They promise in the eyes: “You will play with us. We see you. " You start the season, and they tell you: “You are still in our squad”. You become the best in tests, in physics. But you still sit.

At first I understood: yes, I am adapting. You need to get used to the league, learn the language. Then I started playing, the time on the ice was growing. Each match was dealt with by the coach for the defenders. They said to me: "You are progressing, you are growing." Once the coach said: "You are very good: you will play even more." The next day I was sent to the AHL for a month. Then they took me upstairs. I went to the match with the Islanders. We won 6: 1, brought them in one wicket. I was sent to the AHL again for a month. And then, when Colorado won 10 matches in a row, they told me: “We cannot change the winning line-up.”

- It is logical.

- But they didn’t put me on even later, when there were only two victories in eight matches. I have a question: “How can you see me in the first line-up? What is going to happen?!

- Why not finish the championship in the AHL?

- I don't want to play in this league. This is not the level of hockey that I need. I believe that the AHL is much lower than the KHL. And in terms of understanding the game, and tactics. Yes, maybe it's faster here. But experienced men play in the KHL, and in the AHL - young guys who need to make their way to the top. But that's not the level. Critics may argue the opposite, but I understood the difference between the leagues the hard way, "Mironov said in an interview.

The KHL club, which has chosen a hockey player from the list of draft refusals, is obliged to notify the CIB of its choice by fax or electronic means and conclude a contract with this hockey player on the same conditions that were stipulated in his contract with the former club. The newly concluded contract is approved and registered with the KHL CIB.

In the event that a hockey player who is on the draft refusal list moves from one club to another, the transfer agreement is not concluded, and compensation is not paid to the former club.

) the rights of hockey league clubs and hockey players in the process of terminating contracts, as well as when concluding contracts with new or returning players. This procedure applies only to experienced league players, that is, who have already played a certain number of games in it.

If the player gets on the "draft refusals", other hockey clubs leagues have the right, within a short time (24 or 48 hours), to declare their desire to conclude a contract with such a player. If it turns out that several clubs are competing for the player at the same time, the priority will be given to the one with the worst game statistics. At the same time, clubs are obliged to offer the player a contract amount not less than in his current contract, and in case of returning to the league - than in the one just signed.

An illustration of how the bounce draft works after returning to the league was Evgeny Nabokov's attempt in January 2011 to sign a contract with the Detroit Red Wings until the end of the 2010-2011 season (the Russian goalkeeper started the season in the KHL). According to the rules of the NHL, in such a situation, the player should have been put up for the "draft refusals". Over the next 24 hours, the New York Islanders (which had significantly worse game statistics than the Detroit Red Wings) announced their desire to sign a contract with Evgeny Nabokov for the same amount as recorded in his contract with the Detroit Red Wings ". Nabokov refused to play for the New York Islanders and was disqualified from the NHL for the rest of the season for breaking league rules.

The procedure received this name due to the fact that the NHL club can complete the conclusion or termination of a contract with a player in the "draft refusals" only if other clubs in the league refuse, or rather "Not used"(eng. waive) their right to conclude a contract with this player.

The KHL also has a refusal draft procedure.
