Vyacheslav Vsevolodovich is a successful businessman and scientist. In the late 80s of the last century, he became an active participant in the Komsomol movement. He successfully promoted along the party line until the collapse of the USSR, occupying leading positions in various youth and scientific organizations. In 1990 he was appointed the second (!) Secretary of the Central Committee of the Komsomol.

In the 90s, he was chairman of the board of directors of Sputnik JSC and deputy chairman of the executive committee of the Russian-British Chamber of Commerce.

In 1997, the most successful period of Vyacheslav Kopyev's career began. He was appointed Vice President of Sistema, one of the largest joint stock companies in Russia. AFK Sistema is MTS, Intourist, Detsky Mir and many other large enterprises. He grew up in the company to one of the largest top managers, but now on the Sistema website his name is not included in the management lists.

Vyacheslav Vsevolodovich came to rugby in 2003 as the head of the FRR. He himself played a hooligan game for gentlemen quite a bit, at the institute, at the level of the Moscow championship. As the head of one of the largest member federations FIRA-AER, and then Rugby Europe, he was regularly elected to the governing bodies of these organizations.

The main achievements of Vyacheslav Vsevolodovich as president of the FRR are the qualification of the Russian national team for the 2011 World Cup, the holding of the Rugby 7 World Cup 2013 in Moscow, the inclusion of rugby in schools with the third physical education lesson and stable funding of national teams.

Election 2016

Vyacheslav Kopiev, despite his active Komsomol youth, is a non-public person. In total, his major interviews are dated 2010-2013, when Russia received the right to first play the KM, and then hold the KM-7. He practically does not appear at the matches of the Russian national teams and the finals of key domestic tournaments, with the exception of those played in Moscow. Does not comment on the game, decisions of the Federation, meetings of Rugby Europe, nothing at all. True, it occasionally hosts national team players.

Vyacheslav Vsevolodovich, from the moment of his election, had no real competitors in the struggle for the post of head of Russian rugby. All elections, in fact, turned into a formality. But, despite the appearance this year of an active opponent in the person of Mamuka Losaberidze, Kopyev did not betray himself, maintaining complete silence, without presenting the election program and in general any information to the rugby public, which actually means that everything will remain as it is.

Yuri Luzhkov does not get tired of repeating that he is a business executive. In fact, he is an oligarch. And one of the toughest.

It is necessary to share

Much has been said about the reasons for Luzhkov's loss in the race for the presidency, but no one has yet named the main thing - greed. First of all, the greed of his team. And Yuri Mikhailovich Luzhkov's team is close-knit.

During the time that Luzhkov is in charge of Moscow, a clear system of control over financial flows has been formed in the city. Not a single ruble, not a single profitable project will slip past the system. This system is directly called AFK "Sistema". Its creator and permanent leader is Vladimir Yevtushenkov.

Initially, the purpose of creating AFK Sistema was the financing of commercial projects related primarily to information and telecommunications. But appetite, as you know, comes with eating. Today, wherever you put your finger on the urban economy, you will definitely get into the "System".

Anything that is capable of making a profit (from selling gasoline to outdoor advertising) in Moscow somehow falls into the sphere of influence of Sistema. According to the current president of Sistema Evgeny Novitsky, their participation in the activities of enterprises provides for only three options:

- 26 percent of shares - dependent block;
- 51 percent of shares - a controlling stake;
- 76 percent of shares - the prevailing package.

All Moscow businessmen are aware of Sistema's habits to resolve any controversial issues by non-diplomatic methods. Therefore, according to the second and third options, no one is working with Sistema. The only possible cooperation option is the first, when Sistema owns 26 percent of the shares. But even in this case, real partnership is possible only if financial transactions go through a third-party bank that is not within the AFK's sphere of influence.

In an effort to crush all Moscow profitable projects, Luzhkov is not original. All regional barons act in the same way. The only difference between Luzhkov and the rest of the governors is in the methods of financial consolidation. If, for example, Rossel or Titov were initially forced to share with the oligarchs as representatives of the federal government, then Luzhkov, due to his proximity to the Kremlin, did not need intermediaries and was not used to sharing with anyone.

With his desire for sole control over everything and everyone, Luzhkov very much resembles Berezovsky. That is why the mayor of the capital was never able to establish relations with the "oligarch of all Russia." In the end, the inability to share was the reason for the defeat of Yuri Mikhailovich in the presidential race.

As soon as Luzhkov announced his presidential ambitions, "walkers" from the oligarchs reached out to him. The analytical service of ONEKSIMbank even began to develop a scenario of coming to power for the mayor's campaign headquarters. But sensing that Luzhkov has every chance to ride a "white horse" into the Kremlin, Sistema closed its ranks even more closely around the capital's mayor.

Luzhkov's entourage perceived aliens from the federal elite as Varangians who are trying to cling to someone else's glory, and future competitors in the division of the national pie. Gusinsky, who offered to turn TV Center into an all-Russian channel, was caught instantly. And Yastrzhembsky, who replaced him, initially came under total control from the representatives of Sistema.

Fatherland's campaign headquarters looked like a bank overflowing with tarantulas. Sistema made it clear that all the seats around the future president had long been occupied. Oligarchs can rest. As a result, the president from Luzhkov did not work out.

Conception

The "System" was born in agony. The founding father of AFK Vladimir Yevtushenkov began his commercial activity back in 1990 while still being the head of the technical department of the Moscow City Executive Committee. At first there was a joint venture with the Americans and the Moscow City Committee for Science and Technology "AMRU-STAR".

In 1991 Yevtushenkov headed the Moscow Committee for Science and Technology (MKNT) and created the first independent company - Region JSC. Later, when AFK Sistema itself appears, the Region will become the Holding's Information and Analytical Center and the security service at the same time. Today, the "Region" will actually turn into a "roof" for former employees of the GRU and KGB, and it is headed by Vagif Huseynov, the former chairman of the Azerbaijani security service.

Yevtushenkov's next step was to enter the most profitable Moscow market at that time - the construction market. Region, again with the Americans, established the Ordynka joint venture, which was engaged in the reconstruction of buildings in the center of the capital (hotels, restaurants, offices, etc.).

Business went on neither shaky nor shaky, but there was always enough for bread and caviar. Everything went to the fact that Vladimir Yevtushenkov was to become the largest operator of Moscow real estate. So it would have happened if not for the brilliant idea that turned Yevtushenkov into the uncrowned king of Moscow.

Someone privatized oil companies and metallurgical giants, while Yevtushenkov privatized an entire department of the Moscow government. Privatized together with the bureaucratic apparatus, and most importantly - together with administrative and power functions. On August 19, 1993, Yevtushenkov incorporated the Moscow Committee for Science and Technology (MKNT) headed by him, turning it into AOZT MKNT.

The idea turned out to be really brilliant. AOZT (now OJSC) "MKNT" immediately became a link between the state structures of the Moscow government and the commercial structures of AFK "Sistema", created literally a month before the corporatization of "MKNT". The money of the Moscow government could now go directly to a private structure. Many, for example, are still convinced that Yevtushenkov is a member of the Moscow government, although he is only an adviser to the mayor.

A lot of time has passed. A lot of money was scrolled. Sistema has become a conglomerate of holdings and subholdings. And MKNT still retains the structure of the Moscow government department, in which AFK Sistema plays the role of a management company, duplicating MKNT subdivisions by various JSCs and AOZTs. Expansion

For a long time, the symbiosis of bureaucratic-bureaucratic functions and commercial opportunities allowed Sistema to develop dynamically in the nomenclature-market environment. An example of such development can be considered the creation of the JV Center TS.

In the summer of 1996, AFK Sistema jointly with OJSC MGTS established Center TS on a 50/50 basis. MGTS transferred most of its subsidiaries to trust management of the new joint venture:

The focus is simple. At one time, MGTS, with the participation of foreign capital, created these lucrative telecommunication systems. After the creation of the joint venture, together with JSFC "Center TS", it received the function of the chief trust manager, that is, the manager of profits. At the same time, the equipment and the need for its maintenance remained with the state-owned MGTS.

The seizure of the scientific and technical complex of the city of Zelenograd took place in approximately the same way, but with the use of direct investments from the Moscow government. Today JSC Angstrem and JSC Mikron produce microchips and a new generation of city automatic telephone exchanges for the glory and prosperity of Sistema.

Using the advantages (or rather, disadvantages) of the nomenclature-market organization, AFK Sistema has extended its influence to all spheres of the municipal economy.

At present, AFK Sistema is a huge holding. The holding structure includes more than fifty enterprises of various specializations. But the history of the birth and formation of Sistema will be incomplete if you do not talk about the internal structure of relationships in the holding.

Our business

When a group of comrades came up with a name for the future Moscow superholding, they were most likely guided by a systematic approach to the seizure of former state-owned enterprises. But if we try to reflect its internal structure in the name of the superholding, then AFK Sistema should have been called differently - AFK Cosa Nostra.

Despite the purely bureaucratic division of the superholding into departments, the internal structure of Sistema is based solely on the personal obligations of its leaders to each other. That is, on purely concrete terms.

Actually, it could not be otherwise. "Sistema" is a conglomeration of various enterprises, which are often not connected with each other by production chains. The only principle of unification is to make a profit for the benefit of a narrow circle of persons "consecrated" by the capital's mayor. (See figure 2)

They say that the idea of the "council" belongs to Vladimir Yevtushenkov himself. The fact is that Vladimir Petrovich is simply obsessed with conspiracy theories. He even founded a special magazine, Magisterium, which writes about Masonic issues.

Previously, the role of the "mother" company of AFK Sistema was performed by the Moscow Bank for Reconstruction and Development. Among the founders of the MBRD Bank were Vladimir Yevtushenkov, Alexander Leiviman, Vitaly Gurfinkel, Anatoly Yarochkin, Stanislav Arbiev, Nikolai Mikhailov, Valery Kryukov and Alexander Goncharov.

In 1997, there was a breakdown among the "supreme masters" of AFK "Sistema", as a result of which Mikhailov and Yarochkin actually went into an independent business. And in September 97th Yevtushenkov established a new mother company - the Society for the Encouragement of Arts Charitable Foundation. This time the circle of "initiates" turned out to be much narrower. In addition to the former "masters" (Yevtushenkov, Leiviman, Arbiev), among the art lovers were Alexander Gorbatovsky, Vyacheslav Kopiev and Evgeny Novitsky.

Yevtushenkov remains faithful to conspiracy theories in everything. Sistema's management never advertises its actions. Meetings of the Board of Directors on particularly important issues are usually held abroad. As a rule, new management companies are formed for large investment projects in order to mislead competitors. Sometimes it is difficult to find out which of the members of the board of directors is currently responsible for which line of work. Contradictions arise even when comparing the open data of the Moscow Registration Chamber.

No wonder. In the West, it was discovered long ago that the mafia emerges at the junction of budget money and commerce, and that municipal orders are a breeding ground for it.
