These major international sporting events are always of great public interest. Russia was visited and will be visited not only by the official delegations of the football unions of the countries whose teams take part in the tournaments, but also by a large number of foreign fans, fans, fans of football matches, and media representatives. Topical issues in this regard are the maintenance of public order and security during football matches and official events, as well as reducing the aggressive behavior of football fans (fans).

Analyzing the system of security measures within the framework of these sports events, it should be noted that they include a set of administrative and legal measures of prevention, suppression, legal responsibility not only within the protection of sports facilities and adjacent territories, but also on a much larger scale - from the moment of entry to the country and departure from the country of foreign delegations and sports fans. Thus, football fans are allowed to visit the 2017 Confederations Cup and the 2018 FIFA World Cup without obtaining a visa. To enter the Russian Federation, it is necessary to issue a personalized spectator card in electronic form, issued upon purchase of an entrance ticket to the match, as well as an identity document. At the same time, fans can enter the country 72 hours before the start of the first match of the tournament and until the last day of the competition. Participants of football competitions were issued multiple ordinary humanitarian visas at the 2017 FIFA Confederations Cup, organizers - multiple business visas or multiple ordinary work visas. At railway stations, airports, issues of strengthening security measures are being worked out.

Thus, at the entrance to the buildings of transport facilities, all citizens are screened, and the routes of passengers, for example, on the platforms of railway stations, change. Routes and transport timetables are being adjusted. During the period of a sports competition, the President of the Russian Federation may introduce enhanced security measures, including: the establishment of controlled and (or) restricted zones; restriction on entry and (or) temporary stay of citizens and residence of citizens; restricting the movement of vehicles; limitation of flights of aircraft; restriction of shipping; strengthening the protection of public order and infrastructure; restricting the holding of public events not related to sports competitions; suspension of the activities of hazardous industries and organizations that use explosive, radioactive, chemically and biologically hazardous substances; during the passage or drive to the controlled territory and when leaving or leaving the specified territory, the inspection of individuals and the things they have with them, as well as the inspection of vehicles and things carried on them, including with the use of technical means; restriction or prohibition of the circulation of weapons, ammunition, explosives, special means and poisonous substances, establishment of the peculiarities of the circulation of medicines and preparations containing narcotic drugs, psychotropic or potent substances, ethyl alcohol, alcoholic and alcohol-containing products 1.

The utmost attention is paid to ensuring public safety at sports stadiums. Sports stadiums are equipped with modern security systems. For example, in Moscow, all cameras installed at the capital's stadiums during the 2018 FIFA World Cup will be connected to the city's video surveillance system. The main burden of ensuring security and protecting public order will fall on the Ministry of Internal Affairs of Russia and the Russian Guard. The FIFA World Cup matches will be held in 11 cities, the security of which will additionally be organized by representatives of the above law enforcement agencies from other constituent entities of the Russian Federation. Specially created teams of vigilantes will also help to ensure safety during football matches. EMERCOM employees of Russia began to learn foreign languages ​​in preparation for the 2017 Confederation Cup and 2018 FIFA World Cup. During the classes, special vocabulary is studied, especially the lexical meaning of polysemantic foreign words.

Methodological recommendations for EMERCOM employees of Russia were prepared and trainings on fire risk management were conducted. Medical personnel, who ensure the protection of the health of citizens during these sports events, participate in trainings for the evacuation of injured players and football fans, provide first aid to injured people, and also work out the ambulance movement pattern and operational interaction in cases of emergencies. Medical professionals also take English courses. For foreign tourists, we have developed a memo in English if it is necessary to seek medical help and a video on the rules for calling an ambulance.

Calls are answered by dispatchers who speak English. Volunteers helping to organize sporting events took first aid courses led by fire and rescue center specialists and medical staff. Through the training, the volunteers acquired the skills to properly apply bandages, tourniquets, fix injured limbs, conduct cardiopulmonary resuscitation, provide pre-psychological assistance to support citizens in non-standard situations, and respond correctly in cases of aggressive crowd behavior. The development of special preventive measures ensures the safety of citizens not only when they are in the area of ​​sports facilities, but also during leisure activities.

So, in preparation for the Confederations Cup, all reservoirs located in the south-west of Moscow were disinfected and subjected to sanitary processing. It should be noted that the problems of ensuring safety during large-scale events attract the attention of the scientific community as well. The works of scientists have already covered security measures during the preparation and holding of sports games 1, the need for a unified approach to security, protection and maintenance of sports matches 2, the problem of creating a national football police unit and the legal status of foreign police officers who will perform professional tasks on the territory Russia1 and some others. The 2017 FIFA Confederations Cup and the 2018 FIFA World Cup are not only major international mass sports competitions, but also significant events in international politics.

At the same time, the attention of the international community will be focused not only on the results of the competition, but also to a greater extent on the internal political situation in Russia, including the ability of law enforcement agencies to ensure public order and public safety. Therefore, a comprehensive program of measures to ensure safety during the preparation of a football sporting event and the period of its holding has been approved and controlled by the President of the Russian Federation. Improving the quality of interaction between officials representing individual state bodies and sports organizations, informing public institutions, fans and fan groups about security measures will ensure the prevention of various kinds of provocations that discredit the work of the state apparatus of the Russian Federation.

Explanatory note

In accordance with Article 13 of the Federal Law of June 7, 2013 N 108-FZ "On the preparation and holding in the Russian Federation of the 2018 FIFA World Cup, the 2017 FIFA Confederations Cup and amendments to certain legislative acts of the Russian Federation" I decide:

1. Introduce in the constituent entities of the Russian Federation where events of the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup are held, enhanced security measures during the 2017 FIFA Confederations Cup from June 1 to July 12, 2017, 2018 FIFA World Cup from May 25 to July 25, 2018

2. In order to implement enhanced security measures:

a) the interdepartmental operational headquarters for ensuring security during the period of the 2018 FIFA World Cup in the Russian Federation, the 2017 FIFA Confederations Cup (hereinafter referred to as the operational headquarters) until May 1, 2017, determine the list of controlled areas and approve the description of the boundaries of the restricted areas;

b) The Ministry of Transport of the Russian Federation, by May 1, 2017, in agreement with the operational headquarters, to establish from June 1 to July 12, 2017 and from May 25 to July 25, 2018:

prohibited zones and zones of restriction of flights of aircraft, including unmanned aircraft with a maximum takeoff weight of 30 kilograms or less, in the airspace over the territory and water area, within which enhanced security measures are introduced, as well as to determine the use of airspace in these zones, when which restrictions are not applied;

areas prohibited for navigation in water areas within which enhanced security measures are introduced, rules for such areas, and also determine the cases in which the imposed restrictions do not apply in these areas.

3. Determine that:

a) controlled areas are established for the purpose of organizing authorized access to individuals and vehicles;

b) access of individuals and vehicles to controlled areas is carried out after authorized persons carry out identification and inspection of individuals and their belongings, vehicles and things carried on them (including with the use of technical means);

c) exclusion zones are established in order to exclude access to them for citizens and vehicles without a business or production need;

d) the boundaries of controlled and prohibited zones are indicated on the ground (on the territory, buildings, structures, facilities) with clearly visible signs, inscriptions.

4. Establish that on the territory of the cities of Kazan, Moscow, St. Petersburg, Sochi in the period from June 1 to July 12, 2017, as well as the cities of Volgograd, Yekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don , Samara, St. Petersburg, Saransk, Sochi from May 25 to July 25, 2018:

a) citizens of the Russian Federation who arrived for temporary residence in residential premises (with the exception of hotels, sanatoriums, rest homes, boarding houses, campgrounds, tourist centers, hospitals) that are not their place of residence, or who arrived for permanent residence at a new place of residence, are obliged no later than three days from the date of arrival, apply with an application in the prescribed form and submit the documents provided for by the legislation of the Russian Federation to the territorial bodies of the Ministry of Internal Affairs of Russia for registration at the place of stay or at the place of residence;

b) the territorial bodies of the Ministry of Internal Affairs of Russia register citizens of the Russian Federation at the place of stay or at the place of residence on the day of receipt of the documents and issue them the documents provided for by the legislation of the Russian Federation;

c) the notification by the citizens of the Russian Federation of the territorial bodies of the Ministry of Internal Affairs of Russia about the time and place of their stay is carried out in person;

d) registration and removal of citizens of the Russian Federation from registration at the place of stay in a hotel, sanatorium, rest home, boarding house, camping, at a tourist base, in a hospital are carried out in the manner prescribed by the legislation of the Russian Federation;

e) registration at the place of stay or registration at the place of residence of foreign citizens specified in subparagraph "e" of this paragraph, who arrived for temporary stay (temporary or permanent residence), is carried out within one day from the date of their arrival at the place of stay or place residence when submitting documents provided for by the legislation of the Russian Federation, the host party or directly by foreign citizens in the relevant territorial body of the Ministry of Internal Affairs of Russia;

f) the requirements regarding the procedure for registration at the place of stay and registration at the place of residence, the procedure and duration of stay, established by subparagraphs "a" - "e" of this paragraph, do not apply to citizens of the Russian Federation and foreign citizens - participants in the FIFA World Cup FIFA 2018, the 2017 FIFA Confederations Cup (hereinafter referred to as the competition), as well as representatives of FIFA, FIFA subsidiaries, confederations and national football associations included in the FIFA lists.

5. To prohibit from June 1 to July 17, 2018, entry into the territory of the cities, Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Sochi, and from June 1 to June 30, 2018 entry to the territory of the cities of Volgograd, Yekaterinburg, Kaliningrad, Saransk buses, except for:

a) buses carrying out regular transportation of passengers on adjacent interregional, intermunicipal and municipal routes passing within the boundaries of these settlements;

b) buses equipped with satellite navigation equipment, identified in the state automated system "ERA-GLONASS" (hereinafter - the "ERA-GLONASS" system) and providing transmission to the autonomous non-profit organization "Transport Directorate of the 2018 FIFA World Cup in the Russian Federation" ( hereinafter - ANO "Transport Direction-2018") through the "ERA-GLONASS" system of information about the current location, direction and speed of such buses, generated on the basis of the use of signals from the global navigation satellite system of the Russian Federation (GLONASS) or GLONASS in conjunction with other global satellite navigation systems, and the owners of which sent to ANO "Transport Direction-2018" notifications about the planned entry of these buses into the territory of the named cities;

c) buses, in respect of which the authorized territorial body of the Ministry of Internal Affairs of Russia made a decision to allow entry into the territory of the named cities.

6. The Government of the Russian Federation shall determine:

a) the procedure for equipping vehicles, provided for in subparagraph "b" of paragraph 5 of this Decree, with satellite navigation equipment, the procedure for its identification in the ERA-GLONASS system, as well as the composition and procedure for transmitting information about the current location to the ANO "Transport Directorate-2018" , direction and speed of movement of vehicles;

b) the procedure for the owners of vehicles to send notifications specified in subparagraph "b" of paragraph 5 of this Decree, the composition of the information contained therein, as well as the procedure for transferring this information to the relevant territorial bodies of the Ministry of Internal Affairs of Russia.

7. State authorities of the constituent entities of the Russian Federation, in whose territories enhanced measures are being introduced, if necessary, in agreement with the Ministry of Transport of the Russian Federation, as well as the relevant territorial bodies of the Ministry of Internal Affairs of Russia and the relevant territorial bodies of the FSB of Russia, to implement restrictions on the movement of vehicles.

8. The Federal Road Agency, together with the state authorities of the constituent entities of the Russian Federation, in which enhanced security measures are being introduced, in agreement with the Ministry of Transport of the Russian Federation, ensure timely informing of road users about temporary restrictions on the movement of vehicles on roads, about possible bypass routes and places for parking vehicles by placing information road signs, placing information in the media and the information and telecommunications network "Internet" in accordance with the legislation of the Russian Federation.

9. To suspend, on the days of sports competitions, the transportation of citizens of the Russian Federation, foreign citizens and stateless persons along tourist and excursion routes on all types of transport to cities that host sports competitions from other cities of the Russian Federation that are not related to visiting sports and cultural - mass events at the facilities of sports competitions.

10. The Federal Tourism Agency shall inform tour operators, travel agents and organizations providing excursion services about the restrictions introduced in accordance with paragraph 9 of this Decree.

11. To establish that during the period of sports competitions located in the territories of the cities of Volgograd, Yekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. and public utilities, land plots intended for the placement of these objects, and other territories in relation to which the implementation of special measures for their anti-terrorist protection is required, are subject to enhanced protection and engineering protection and are equipped with engineering and technical security equipment of a higher protection class, in in accordance with the requirements for the anti-terrorist security of these facilities, approved by the Government of the Russian Federation.

12. Operational headquarters:

b) determine the procedure for access of citizens and vehicles to controlled and restricted areas;

c) determine the list of items prohibited and restrictedly allowed to be carried (transported) into controlled and restricted areas;

d) establish rules for the implementation of certain types of activities in controlled and restricted areas;

e) organize the protection of controlled and restricted areas.

13. To establish that in the constituent entities of the Russian Federation, in which enhanced security measures are introduced, meetings, rallies, demonstrations, processions and picketing not related to the holding of sports competitions, in the periods from June 1 to July 12, 2017 and from May 25 to July 25, 2018 can be held in places and (or) along the routes of movement of participants in a public event, with the number of participants and in a time interval determined by the relevant local authorities in agreement with the relevant territorial bodies of the Ministry of Internal Affairs of Russia and the relevant territorial bodies of the FSB of Russia.

14. To prohibit from June 1 to July 12, 2017 and from May 25 to July 25, 2018 in the constituent entities of the Russian Federation in which enhanced security measures are introduced:

a) the sale of civil, service, combat hand-held small arms and cold weapons (hereinafter referred to as weapons), ammunition (cartridges), special means;

b) sale of explosives and materials for industrial use and products containing them;

c) the sale of poisonous substances included in the list of toxic substances for the purposes of Article 234 and other articles of the Criminal Code of the Russian Federation, approved by Decree of the Government of the Russian Federation of December 29, 2007 N 964, except for cases when such substances are included in the composition of medicines, registered on the territory of the Russian Federation in accordance with the established procedure.

d) transportation of sources of ionizing radiation, radiation, chemically hazardous, biological (bacteriological), toxic and explosive substances.

15. To suspend or restrict, during the period of introduction of enhanced security measures, the activities of hazardous industries and organizations that use explosive, radioactive, chemical and biological hazardous substances.

16. The Government of the Russian Federation shall determine the list of industries and organizations established by clause 15 of this Decree, as well as the procedure for applying in relation to their measures of suspension or restriction of activities.

17. The Ministry of Internal Affairs of the Russian Federation, for the period of introduction of enhanced security measures, shall ensure:

a) within the limits of its competence, an enhanced regime for the protection of public order in the places of stay of athletes, at sports facilities and, by decision of the operational headquarters, at other facilities and territories;

b) control over compliance with the requirements established by paragraphs 4, 5 of this Decree.

18. The Federal Service of the National Guard Troops of the Russian Federation for the periods of the introduction of enhanced security measures:

a) organize unscheduled inspections of legal entities selling weapons, ammunition (cartridges) and special means, for compliance with the provisions stipulated by subparagraph "a" of paragraph 14 of this Decree;

b) ensure the withdrawal and acceptance for safekeeping of weapons, ammunition (cartridges) and special means by the relevant territorial bodies of the Federal Service of the National Guard in cases of revealing the facts of sale of weapons, ammunition (cartridges) and special means before the end of sports competitions;

c) ensure, from the moment of the end of enhanced security measures, the return of seized and accepted for safekeeping weapons, ammunition (cartridges) and special means to their owners in the absence of grounds preventing such a return in accordance with the legislation of the Russian Federation.

19. The state authorities of the constituent entities of the Russian Federation, on the territories of which enhanced security measures are being introduced, shall arrange for legal entities (medical, pharmacy organizations and drug wholesalers) providing drug provision on the basis of a license to carry out activities for the circulation of narcotic drugs, psychotropic substances and their precursors, the cultivation of narcotic plants and providing medical care to the population with the use of drugs containing narcotic drugs, psychotropic or potent substances, on the basis of a license to carry out medical activities, measures to ensure an adequate supply of drugs for the smooth functioning of these organizations.

a) introduce a ban on the retail sale and consumption of alcoholic beverages sold in the provision of catering services in glass containers on the eve of the matches of the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup and on the day of their holding;

b) revise, taking into account the provisions of Article 22 of the Federal Law of June 7, 2013 N 108-FZ and planned measures for the preparation and holding of sports competitions in the Russian Federation, the places of mass gathering of citizens and the location of sources of increased danger in which retail sale of alcoholic beverages, having coordinated them with the operational headquarters created in the corresponding constituent entities of the Russian Federation.

21. The Government of the Russian Federation, the relevant state authorities of the constituent entities of the Russian Federation in whose territories enhanced security measures are being introduced, to ensure that financial, organizational and other issues related to the implementation of this Decree are resolved.

22. This Decree comes into force from the day of its official publication.

A draft presidential decree on the specifics of applying enhanced security measures during the 2018 FIFA World Cup and 2017 FIFA Confederations Cup was presented.

Among other things, it is planned to establish controlled and restricted zones. Tour operators, travel agents and excursion organizations should be informed about this.

Bans are introduced on the sale and transportation of certain goods. The activities of hazardous industries and organizations that use explosive, radioactive, chemical and biological hazardous substances will be suspended or limited.

Enhanced security measures will be introduced in the regions in which these competitions will be held, from June 1 to July 12, 2017 (during the 2017 World Cup) and from May 25 to July 25, 2018 (during the 2018 World Cup).

To ensure safety and order at the Confederations Cup, unprecedented measures were taken, both at the legislative level (amending the laws) and in the field of security: the stadiums were equipped with surveillance cameras that allow each spectator to be identified and thus personal responsibility in the event offenses. In the arenas themselves, 1,300 specially selected and trained stewards worked on match days. In addition, security was provided by all responsible bodies that were part of the interdepartmental operational headquarters for security: the FSB, the Ministry of Internal Affairs, the Prosecutor General's Office, the Investigative Committee, the Foreign Intelligence Service, the Russian Guard, the FSO.

As a result, incidents of public disorder, as well as incidents of discrimination or racism, were minimized at the tournament, which was of particular concern to FIFA and foreign fans.

Representatives of the Chilean and German police worked together with Russian law enforcement officials at the Confederations Cup. Alejandro Montero was in charge of helping his compatriots from South America.

“The Federal Security Service has carried out its work at the highest level. She sent us an invitation to cooperation. We helped Chilean citizens at the consulate if they had problems due to the loss of passports or detention. The Chileans were the largest group of fans in the tournament, but things were going their own way. I hope we will be invited to the World Championship in a year, ”said Montero.

During the days of the Confederations Cup, a special system of transport support was organized in four Russian cities, aimed at the timely and comfortable movement of spectators, volunteers and FIFA employees.

Free travel to the tournament cities by rail was organized for fans and journalists. 262 trains, 12 of which were double-deckers, carried a total of 161,616 passengers. The transport system both between the cities where the Confederations Cup matches were held and in the cities themselves coped with the passenger traffic, and the organization of free transport was highly appreciated by journalists and fans from around the world.

“I really liked this free train - it's a great idea for the Confederations Cup. At the World Championships, this is worth repeating, ”said Chilean Diaz Suazo immediately after traveling on one of the free trains.

“At this Confederations Cup, I became a volunteer for the first time. In 2014, I attended the FIFA World Cup in Brazil, saw how they work, and decided to sign up next time. I make sure that people sort the rubbish in the arenas correctly. In Russia, it is customary to dump everything into one tank, although it is more beneficial for the environment to distribute waste to different places so that it can then be recycled. Enhanced security measures will be introduced in those regions of Russia where the 2017 Confederations Cup and the 2018 FIFA World Cup will be held. This is stated in the draft decree of the President of Russia, published on the Internet portal of legal information.

“Introduce enhanced security measures in the constituent entities of the Russian Federation hosting the 2018 FIFA World Cup and 2017 Confederations Cup events during the 2017 Confederations Cup from June 1 to July 12, 2017, as well as during the FIFA World Cup. 2018 from May 25 to July 25, 2018, ”the draft decree says.

The interdepartmental operational headquarters will approve the list of controlled areas and the boundaries of the restricted areas. The draft decree notes that from June 1 to July 12, 2017 and from May 25 to July 25, 2018, bans will be introduced on the use of aircraft, including unmanned aircraft with a maximum take-off weight of 30 kilograms or less.

"The Ministry of Transport of Russia, by May 1, 2017, in agreement with the operational headquarters, to establish prohibited zones and zones of restriction of flights of aircraft, including unmanned aerial vehicles with a maximum take-off weight of 30 kilograms or less, in the airspace over the territory and water area, within which enhanced measures are introduced security, as well as to determine the cases of use of airspace in the indicated zones, in which the imposed restrictions do not apply, ”the document says.

“To establish that in the constituent entities of the Russian Federation, in which enhanced security measures are introduced, meetings, rallies, demonstrations, processions and pickets not related to the holding of sports competitions, in the periods from June 1 to July 12, 2017 and from May 25 to 25 July 2018 can be held in places and (or) along the routes of movement of participants in a public event, with the number of participants and in a time interval determined by the relevant local authorities in agreement with the relevant territorial bodies of the Ministry of Internal Affairs of Russia and the relevant territorial bodies of the FSB of Russia ", - specified in document.

In addition, registration of foreigners who will come to Russia for the 2017 Confederations Cup and the 2018 FIFA World Cup will be carried out within 24 hours from the day of their arrival.

As specified in the draft decree, these requirements for registration of foreigners do not apply to citizens of the Russian Federation and foreign citizens participating in competitions, as well as representatives of FIFA, its subsidiaries, confederations and national football associations included in the lists of the international federation. Russians who have stayed in residential buildings or moved to these regions of the Russian Federation "must, no later than three days from the date of arrival, apply with an application in the prescribed form and submit documents for registration at the place of stay or at the place of residence." Registration documents for citizens of the Russian Federation are issued on the day they are received. The decree also notes that the notification by the citizens of the Russian Federation of the territorial bodies of the Ministry of Internal Affairs of Russia about the time and place of their stay is carried out in person.

Moreover, the entrance to the territory of 11 cities of Russia will be restricted for some categories of buses during the 2018 World Cup, and excursions for tourists will also be suspended.

“To prohibit from June 1 to July 17, 2018 entry into the territory of the cities of Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Sochi, and from June 1 to June 30, 2018 entry into the territory of the cities of Volgograd, Yekaterinburg, Kaliningrad, Saransk buses. The state authorities of the constituent entities of the Russian Federation, in whose territories enhanced measures are being introduced, if necessary, in agreement with the Ministry of Transport of the Russian Federation, as well as the relevant territorial bodies of the Ministry of Internal Affairs and the Federal Security Service of Russia, implement traffic restrictions, ensure that drivers are informed about this and about possible bypass routes. In addition, the draft decree notes that on the days of sports competitions, it is necessary to suspend the transportation of citizens of the Russian Federation, foreigners and stateless persons on tourist and excursion routes on all types of transport to these cities, if they are not associated with attending sports events.

It also became known that the sale of weapons may be prohibited in the regions where the matches of the 2017 Confederations Cup and the 2018 FIFA World Cup will be held. The document stipulates a ban from June 1 to July 12, 2017 and from May 25 to July 25, 2018 on the sale of civilian, service, combat hand-held small arms and cold weapons, ammunition and special equipment. The ban will cover the sale of explosives, industrial materials and products containing them, as well as poisonous substances, with the exception of those included in the composition of medicines registered in the Russian Federation. Rosgvardia will conduct unscheduled inspections of legal entities selling weapons, ammunition (cartridges) and special equipment. If a sale is identified during this period, the weapon will be seized until the end of the sporting event.

In addition, the draft decree assumes "to suspend or restrict the activities of hazardous industries and organizations that use explosive, radioactive, chemical and biological hazardous substances during the period of introduction of enhanced security measures." The list of these industries will be determined by the government of the Russian Federation.

Confederations Cup matches will be held in Moscow, St. Petersburg, Sochi and Kazan from June 17 to July 2. The Russian team will play in Group A with the national teams of New Zealand (June 17, St. Petersburg), Portugal (June 21, Moscow) and Mexico (June 24, Kazan). One of these MIDKs operates around the clock in the Olympic Park in Sochi to ensure security in the preparation and conduct of international sports competitions in football.

This complex arrived to help the Sochi customs officers from the Novorossiysk customs. 16 specialists were seconded to work on it. All goods entering the territory of the Olympic Park from June 1 to July 2 are subject to inspection with the help of the Ministry of Foreign Affairs. The check is carried out in order to exclude the transportation of flammable, explosive substances, weapons and other items prohibited for import.

A specially certified, fenced area has been prepared for the work of the MIDK in the Olympic Park, - said the head of the OPIDK of the Sochi customs Oleg Bakhtin. - We provide the organization of the complex's work, we carry out highly qualified technical maintenance for its uninterrupted operation.
